How to Read Your Electric Meter: A Plain-Math Guide

Learn how to read your electric meter — analog, digital, or smart — so you can verify your bill before disputing charges with your REP.

Why Meter Literacy Matters Before You Call Your REP

Retail electricity providers in Texas bill you based on one figure: the kilowatt-hour (kWh) consumption recorded at your meter. Every line item on your Electricity Facts Label (EFL) — the energy charge, the TDU delivery charge, any tiered-rate thresholds — traces back to that single number. If the number is wrong, every downstream calculation is wrong.

PUCT complaint data (latest quarterly snapshot, Q3 2024) shows billing disputes ranking as the second most common complaint category across Texas REPs, trailing only “switch without authorization.” A meaningful share of those billing disputes involve customers who could not independently verify their own usage. Knowing how to read your meter does not guarantee your bill is correct, but it gives you the baseline data to have a productive conversation — or file a substantive PUCT complaint — rather than a general grievance.

This guide covers three meter types you are likely to encounter in Texas: the older analog dial meter, the digital display meter, and the advanced metering infrastructure (AMI) unit commonly called a smart meter. Texas had approximately 8.2 million smart meters installed as of the most recent ERCOT AMI report, which means most residential customers in deregulated service areas are already on AMI. But analog and basic digital units still appear in older neighborhoods and some rural co-op territory, so all three are worth understanding.


Meter Type 1: The Analog Dial Meter

An analog meter looks like a row of small clock faces, typically four or five dials mounted side by side inside a glass dome. Each dial represents one digit of your total kWh reading. Reading them correctly requires attention to one counter-intuitive detail: adjacent dials rotate in opposite directions.

How to read it

  1. Start with the dial on the far left. Read each dial from left to right.
  2. Record the number the pointer has most recently passed — not the number it is approaching. If the pointer sits between 4 and 5, write down 4.
  3. Exception: if the pointer appears to sit directly on a number, look at the dial immediately to its right. If that right-hand dial has not yet passed zero, drop back one digit on the current dial. For example, if the pointer looks like it is exactly on 9 but the dial to its right reads 8, record 8, not 9.
  4. String the five digits together. That is your current reading in kWh.

Calculating your usage

Subtract the previous reading from the current reading. The result is your consumption for the period.

Example: current reading 47,832 kWh, previous reading 47,219 kWh. Usage = 613 kWh.

At a flat rate of $0.12 per kWh, the energy charge would be 613 x $0.12 = $73.56 before TDU delivery charges and any monthly base fees. Your EFL will specify which rate tier applies at 613 kWh for your specific plan, so confirm there first.


Meter Type 2: The Digital Display Meter

Digital meters replaced many analog units starting in the early 2000s. They display a numeric reading on an LCD or LED screen and are considerably easier to read, though a few quirks are worth noting.

How to read it

  1. The primary display cycles through several screens. One screen shows the total kWh reading, often labeled “kWh” or “KWH” in small text below or beside the number.
  2. Other screens may show demand readings (kW), voltage, or diagnostic codes. You want the kWh accumulation screen specifically.
  3. Record the full number, including any leading zeros the display shows.
  4. Some digital meters display readings to one decimal place (e.g., 47832.4 kWh). Your TDU typically bills to the nearest whole kWh, so rounding down is standard practice.

Calculating your usage

Same math as the analog meter. Current minus previous equals period consumption. Your TDU (Oncor, CenterPoint, AEP Texas, etc.) is the entity that physically records the read and passes it to your REP. If your REP’s billed kWh differs from your own reading by more than a rounding difference, that discrepancy is worth documenting.


Meter Type 3: The Smart Meter (AMI)

Smart meters transmit usage data wirelessly to your TDU at intervals — typically every 15 minutes in Texas under the ERCOT AMI framework. This eliminates estimated reads, which were a significant source of billing disputes under the old monthly-read system.

Reading the physical display

Smart meters still have a physical LCD display that cycles through data screens. The process mirrors the digital meter above: wait for the kWh accumulation screen, record the number. The display may also show real-time demand in kW and cumulative reads for shorter intervals, which can be useful for diagnosing high-usage appliances.

Smart meter reading: using the data portal

The more powerful option is accessing your interval data through your TDU’s online portal or through a third-party tool that connects to it.

  • Oncor customers can access 15-minute interval data through SmartMeterTexas.com, which is the statewide portal operated under PUCT oversight.
  • CenterPoint customers can access their data through the same SmartMeterTexas.com portal.
  • AEP Texas and TNMP customers also have access via SmartMeterTexas.com.

SmartMeterTexas.com allows you to download your interval data as a CSV file going back up to 13 months. This is the most granular verification tool available to a residential customer. If your REP’s billed consumption does not match the kWh sum in your SmartMeterTexas.com data for the same billing period, you have documented grounds for a dispute.

What the 15-minute data tells you

Each row in the downloaded CSV represents a 15-minute interval. The value is in kWh consumed during that window. To find daily consumption: sum all 96 intervals for that day (96 x 15 minutes = 24 hours). To find billing-period consumption: sum all intervals between your meter read dates.

Example: a household with an average interval reading of 0.85 kWh would consume approximately 0.85 x 96 = 81.6 kWh per day, or roughly 2,448 kWh over a 30-day billing period. At a blended rate of $0.115 per kWh including TDU delivery, that works out to approximately $281.52. If your bill shows materially more, the interval data download is your first document for the dispute file.


Cross-Checking Your Bill: The Four-Step Process

Having a meter reading is useful only if you apply it methodically. Here is the verification workflow LightCompanies recommends.

Step 1: Pull your current and previous meter readings. For smart meter customers, download the SmartMeterTexas.com interval data. For analog or digital meter customers, photograph the display on the day your billing period ends and compare it to the start-of-period reading shown on your bill.

Step 2: Calculate your consumption independently. Current reading minus previous reading, or the sum of interval data for the period. Write this number down.

Step 3: Locate your EFL and apply your rate structure. Your EFL specifies the exact rate structure. A tiered plan may charge $0.09 per kWh for the first 500 kWh and $0.13 per kWh for everything above that. A flat-rate plan charges one rate regardless of usage. A time-of-use plan charges different rates by time block, which is where the 15-minute interval data becomes especially valuable — you can match your usage pattern to the rate periods.

Example with a tiered plan at 613 kWh: (500 x $0.09) + (113 x $0.13) = $45.00 + $14.69 = $59.69 in energy charges before TDU delivery and base fees.

Step 4: Compare your calculated total to the billed total. If there is a gap, isolate which line item is the source. A billing error inside the REP’s system (wrong rate applied, wrong read date used) is a dispute with your REP. A discrepancy in the metered kWh itself is a dispute that involves your TDU, since TDUs own and maintain the meters under the PUCT regulatory framework.


Common Meter-Reading Mistakes and How to Avoid Them

Misreading the pointer direction on analog dials. The alternating clockwise/counter-clockwise rotation catches most first-time readers. If your calculated usage looks implausibly high or low, go back and re-read each dial, explicitly noting which direction the pointer is moving.

Confusing demand (kW) with consumption (kWh). Demand is the rate of power use at an instant. Consumption is the accumulation over time. Residential bills are based on kWh, not kW. Smart meter displays cycle through both; make sure you are recording the kWh screen.

Using the wrong read dates. Your billing period start and end dates are printed on your bill. When you download SmartMeterTexas.com interval data, filter the CSV to exactly those dates. Including an extra day in either direction skews your comparison.

Assuming an estimated read is labeled as such. Estimated reads were more common before AMI deployment, but they still occur if a smart meter has a communication outage. Your bill should note “estimated” in those cases. If you suspect an estimated read was used without disclosure, that is a PUCT complaint category: Rule 25.479 requires REPs to notify customers when an estimated read is used for billing.


When a Meter Problem Is Actually a REP Problem

The meter itself rarely malfunctions. AMI meters are tested by the TDU before installation and are subject to PUCT accuracy standards. If your meter appears to be running fast, you can request a meter test through your TDU. CenterPoint, Oncor, and AEP Texas each have a formal test-request process; there is typically a fee if the meter tests within tolerance.

More commonly, the meter is accurate and the billing error originates in how the REP processed the read data. Incorrect rate code applied, wrong contract term loaded, promotional rate that was not honored at renewal — these are REP-side errors that meter literacy helps you identify. A customer who can show a REP’s billing department “your billed consumption was 847 kWh, my SmartMeterTexas.com data shows 612 kWh for the same dates” is in a substantially stronger position than one disputing a total dollar figure without the underlying data.


What to Do With This Information When Shopping

Meter literacy connects directly to plan selection. Knowing your actual 15-minute usage profile from SmartMeterTexas.com tells you whether a time-of-use plan would benefit or penalize you based on your household’s schedule. A household that runs the dishwasher and laundry at 8 p.m. on weeknights is paying peak rates under most TOU structures. A household that shifts discretionary loads to after 9 p.m. or weekends may find TOU pricing advantageous.

Your actual usage pattern, not a generic 1,000 kWh benchmark, is the right denominator for any rate comparison. REPs are required to publish EFL pricing at 500, 1,000, and 2,000 kWh tiers, but if your household consistently runs at 1,400 kWh per month, the 1,000 kWh price point in the EFL understates your effective rate and the 2,000 kWh price point overstates it. Interpolating from your actual figure gives a more accurate comparison across providers.
